However, DM Sir was unavailable that day. Determined, Vipin Sir returned on February 4, only to face rejection once again. His application was not accepted, highlighting a bureaucratic hurdle in executing developmental work for the people.

The proposed construction site had been encroached upon by illegal occupants, but the necessary tenders were already issued. As the agency commenced work on clearing the land, the district police and the Sub-Divisional Officer (SDO) intervened, ensuring the removal of encroachments. However, a sudden twist in the story occurred when DM Sir allegedly ordered SDO to halt the clearance process, allowing encroachers to stay. This move raised suspicions and frustrations, as it directly obstructed the welfare project.
